Description: The Kenya School of Government (KSG) was established by the KSG Act (No. 9 of 2012). The School is the successor of the former Kenya Institute of Administarion (KIA), Kenya Development and Learning Centre (KDLC) and the Government Training Institutes (GTIs) Mombasa, Matuga, Embu & Baringo. KSG is a State Corporation established to offer management training, research, consultancy and advisory services to the public sector. The School has been instrumental in setting up fast track management strategies through observance of high standards of integrity, competence, ethics and a culture of transparency whilst implementing the provisions of her mandate. Today it offers services to both National and County governments, private sector players as well as those from the Non-Governmental Organizations (NGOs). The Government recognizes the need to have a competent, well skilled and motivated workforce in the public service. The human resource must at all times have its potential developed to the maximum through effective training and capacity building. This will in turn give the Public Service the impetus necessary for it to deliver improved services to its clients and provide an enabling environment for other sectors of the economy to operate. The role of KSG is to provide learning and development programmes that will inculcate public service values and ethics in the devolved government for the delivery of results to the Kenyan citizenry. KSG will also contribute to the transformation of the public service into functioning effectively, innovatively, and in a results-oriented and accountable manner. The School will be guided by this Strategic Plan (2012/2013 - 2016/2017) which outlines the princi pal strategic direction, the implementation strategies, and the relevant monitoring and evaluation mechanisms. Job Description

Job Purpose

 

This position is established under Section 10 of the Kenya School of Government Act, 2012. The Director shall be responsible to the Director General for provision of strategic direction and leadership in the development and implementation of quality programs in training, research, consultancy and advisory services in order to realize the mandate of the School; ensuring effective and efficient use of resources; and building visibility and presence of the School in the Region.

 

Job Descriptions

Duties and responsibilities at this level will entail:

 

Overseeing provision of training, research, consultancy and advisory services at the School;

 

Overseeing implementation of approved curricula at the Campus;

 

Coordinating preparation of quarterly and annual reports on training, research and consultancy activities at the Campus;

 

Overseeing implementation of quality management systems in the campus

 

Coordinating promotion of a corporate culture to strategically position the School through branding and visibility activities;

 

Managing implementation of service delivery standards and charters to raise the customer satisfaction index;

 

Ensuring proper financial management and prudent utilization of the School’s resources and assets;

 

Facilitating staff development and performance management;

 

Overseeing development, implementation and review of performance and Quality Management Systems in the Campus;

 

Overseeing preparation of campus and employee work plans, setting and evaluation of performance targets and contracts for the Campus; and

 

Overseeing preparation, implementation and review of annual budgets and procurement plans for the Campus.

 

Job Specifications

 

For appointment to this grade, an officer must have: -

 

Bachelor’s Degree from a recognized university in a relevant field;

 

Master’s Degree from a recognized university in a relevant field;

 

Fifteen (15) years relevant cumulative experience, three (3) being in senior management position in an institution of higher learning or any other relevant Institution;

 

Membership to a relevant professional body or association;

 

Professional qualification where applicable;

 

Certificate in Leadership or Governance course lasting not less than six (6) weeks from a recognized institution;

 

Proficiency in Computer Application Skills; and

 

Shown merit and ability as reflected in work performance and results.
