Key Roles and Responsibilities
Under the overall supervision of the Transhumance Project Coordinator in ICPALD, the pastoralism Expert will be responsible in providing the team with strategic and operational support in delivery of outputs and products according to the project objectives. He/ she will be based in Nairobi, Kenya and will coordinate ICPALD actions in the sector of pastoralism and transhumance, especially the cross-border cooperation on transhumance issues.
The major responsibilities of the pastoralism expert include:
- Support ratification of IGAD Protocol on Transhumance in IGAD Member States and domestication both at national and sub-national levels
- Support establishment and strengthening of cross-border transhumance committees and community dialogue structures for orderly and regulated transhumance
- Monitor the CEWARN early warning systems in cross-border areas for conflict arising from transhumance practices in the perspective of high-level statutory meetings and advice action
- Facilitate development, signing and implementation of bilateral/multilateral cross border agreements for implementation of the Protocol on Transhumance in the target clusters
- Develop clear and practical guidelines for partner and stakeholder active in cross-border areas, considering the unique characteristics of pastoralist communities in cross-border area and ASAL
- Liaise with national and sub-national governments and facilitate Piloting of the IGAD Transhumance Certificate (ITC)
- Support mapping/updating and designation of cross-border transhumance corridors, resources and services in the target cross-border clusters
- Participates in the project activities such as trainings, workshops, seminars and prepare presentations on assigned topics/activities
- Provides technical leadership assistance on the development, implementation and evaluation of similar assigned task at ICPALD
- Assist to coordinate transhumance project implementation with other resilience-related initiatives and provides direct technical support in the field of resilience analysis on pastoralism
- Provides technical support in formulating programmes, concept notes, frameworks and action plans including reviewing reports for technical competence
- Support in addressing land management issues relevant to sustainable pastoral development
- Contribute to written internal reporting requirements of the project
- Any other task assigned to undertake by the Director.
Academic qualification, Professional experiences and Core Competencies required
Academic Qualification
At least Master’s degree in Livestock production, Dryland agriculture, Natural resource management, Rural development especially in field relevant to Pastoralism and a strong knowledge pastoralism and climate change aspects.
Experience and technical competencies
- At least 10 years of experience in the areas of dryland and pastoralism, rural development, in supporting pastoralists and their organizations in pastoralism and environmental system.
- Proven experience in facilitating workshops and trainings for large, multi-stakeholder audiences.
- Demonstrated experience in the fields of transhumance, pastoralism, management of natural resources conflicts and regulatory issues.
- Ability to strengthen and manage relationships with regional authorities, local governments, community/traditional leaders, technical services, project partners and stakeholders.
- Knowledge of gender equality, equity, and social inclusion (gender approach).
- Proven ability in communicating complex ideas and concepts in the areas of pastoralism/livestock a clear, simple and accurate manner.
- Proven ability in translating technical concepts into recommendations for policy and programming.
- Proven experience in advancing partnerships and project management including programming.
Skills and competencies
- Good program development skills
- Excellent speaking and writing skills in English, including the ability to write clear and logical reports
- Ability to organise and manage meetings with MS and Partners, ability to negotiate and convince MS on the project deliverables to get their political and technical acceptance as well as ability to work within tight deadlines
- Good public speaking skills
- Ability to work under pressure and ability to present information in excellent computer software formats including PPTs and other graphics software
- Must exhibit commitment to IGAD philosophy and objectives of regional integration and respect for gender equity at work. Good presentation skills and proficiency in the use of MS Word for project deliverables is a must
