Job Description

Duties and Responsibilities
Strategy:

  • Provide technical support for integration of the project’s technical approaches for the achievement of successful implementation using evidence informed, innovative and documented practices.
  • Provide on-going support supervision to the Grant Sub Recipient facilities/ offices with particular attention to HIV prevention services including scheduled joint supportive supervision with County and Sub-County level MoH staff.
  • Build the skills and knowledge of the targeted clinical and program staff on HIV/AIDS prevention, care and treatment, Adolescent friendly services, GBV and human rights based approaches through on-job training, mentorship, case reviews, workshops and CMEs.
  • Provide technical support to project staff in all aspects of planning and implementation of HIV prevention services in accordance to MoH guidelines.
  • In Collaboration with other stakeholders, ensure standardization, registration and legal operation of program supported facilities, maintenance of commodity supply chain and stock management and availability of national and recommended guidelines.  
  • Coordinate efficient operation of expanded service access strategies including the Mobile Wellness Van clinics in KP and AYP programming through equitable distribution of supported outreaches.
  • Coordinate and supervise the implementation and tracking of the 95 - 95 - 95 cascades of HIV prevention through up-scaled HTS coverage, improved linkage and ART retention strategies and scheduled Viral Load monitoring.
  • Participate in development of national guidelines, tools for key innovative service delivery models identified by the Program.
  • Provision of technical oversight on commodity management and supply chain through participation in commodity security committees.
  • Coordinate feedback to key stakeholders including NASCOP, CHMTs, GF SRs, project beneficiaries and communities.

Project Management:

  • Work with M&E team to monitor and evaluate the progress and impact of HIV interventions and to design and implement corrective actions where interventions and strategies do not deliver the anticipated outcomes.
  • Represent the program as needed at County and national fora (meetings, workshops and consultations, conferences etc.) where inputs and expertise on HIV prevention key populations, AYP and PLHIV is vital.
  • Together with the regional team, monitor efficiency and adherence to the budgetary allocation at sub recipient level.
  • Advise the program in necessary staffing cadres responsive to implementation needs at the Sub Recipient level.
  • Coordinate consistency in external communication through departmental collaboration and regular meetings.

Leadership and overall management of the Department

  • Work together with the County Health Management teams (CHMT) and NASCOP in strengthening the coordination, linkage and networking of various HIV prevention interventions including participation in stakeholder forums both at National and County level.
  • Identify and resolve emerging demarcation disputes among implementing partners in a timely manner to foster good partnership and improved program performance.
  •  Foster good work relationship across sub recipient in designated geo-locations for synergy and joint stakeholder engagements for efficient resource utilization.

Supervisory responsibilities:

  • Sub recipients- Technically

Minimum Qualifications
Technical:

  • Strong technical and programmatic knowledge and experience in the following areas: HIV testing and linkage to care, HIV treatment, combination prevention strategies for key populations and AYP, routine viral load testing, HIV clinical monitoring systems, and health system strengthening.
  • Knowledge of occupational health and safety, infection prevention and control practices in clinical and community setup.
  • Knowledge in comprehensive community health strategy including home based care and psychosocial well-being of PLHIVs and community led monitoring including ART stocks, adherence and treatment reaction.  
  • Experience in coordinating and collaborating with a broad set of stakeholders, including County and National governments and non-governmental organizations.
  • Excellent skills in facilitation, team building, and coordination.
  • Ability to coach, mentor and develop technical capacity in technical staff.
  • Previous experience working in HIV prevention program, with clear understanding of county health system and HIV gaps and opportunities, and solid relationships at government agencies

  • Ability to synthesize large amounts of data into different formats (e.g., short summaries, presentations)
  • Understanding of the Organization's Business: Understanding the mandate and score of the GF, Processes, procedures, Policies and guidelines to ensure efficiency.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in public health, Bachelor of science in clinical medicine, Bachelor of science in Nursing from a recognized university.
  • At least three years’ experience working in a HIV response and/or HIV and AIDS comprehensive Care Centre (CCC) setup with adequate exposure to key & Vulnerable population and Adolescent and Young people implementation.
  • Experience in community programming for EMTCT, HIV treatment, care and support programs is an added advantage.
