Working in Kenya since 1992, Handicap International currently employs 80 local staff and three expatriates. BACKGROUND Despite the post-electoral violence of 2007-2008, Kenya has largely maintained its internal stability and its predominant role in East Africa. However, the situation of disabled and vulnerable people is still fragile and many services need to be provided, such as education, preventative care, and protection against sexual violence. The country also has an enormous population of refugees, largely from Somalia and South Sudan. This vulnerable population, especially those with disabilities, has enormous needs in terms of food, healthcare, and other basic services.
Job Description

Key Role:

  • The Case Officer provide Inclusive Case management and oversees daily activities related to this.
  • Conduct field to meet with persons of concern within the community and identify the most vulnerable people in need of internal and/or external services;
  • Safely assess persons of concern to conduct internal referrals for rehabilitation, PSS, inclusive CM or external referrals to other specialized services;
  • Collaborate with other team members and the MEAL team to update and maintain case documentation and files in adherence with HI’s data management protocols;
  • Participate in case conferences to ensure timely and quality follow up of beneficiary cases.
  • The Case officer assesses beneficiaries directly as referred to by UNHCR, partners and identified by Community workers ensuring all procedures are followed.

Responsibility 1: Support the Project Manager in planning and field coordination of project activities, especially in the area of case management and protection, with internal and external stakeholders. 15%

  • Participate in the weekly or monthly HI activity planning meetings including case management meetings.
  • Develop daily, weekly, and monthly field activity plans
  • Participate in field activities with the project team
  • Implement field activities in collaboration with other consortium partners respecting the referral pathway
  • Identify and network with external service providers to reinforce referral mechanisms;
  • Identify different referral points and processes within the settlement and host communities
  • Participate in service and partner mapping to coordinate and refer cases within and outside the refugee camp.
  • Contribute to preparing annual international celebration calendars with the team and partners.
  • Coordinate and promote synergies of HI rehabilitation workers and those of other partners for smooth implementation of activities and better teamwork at the community level, including awareness raising on appropriate assistive products
  • Establish and maintain positive and efficient relations with target beneficiaries, community members, and all the other actors operating in the camp;
  • Participate in protection and/or coordination meetings with other stakeholders upon request of the Project Manager ( (Child Protection, Health, GBV, Shelter, WASH, and Youth Protection)

Responsibility 2: Implement, facilitate, and follow up project activities especially with regards to case management and protection following the project implementation plan – 75%

  • Conduct a holistic assessment of Persons (children, persons with disabilities, elderly and Single HH) identified by the project Staff and referrals from UNHCR and other partners in need of protection support.
  • Organize the lists of identified supported persons, coming from community resource people, community structures and institutions, external referrals received and direct identification.
  • Act as caseworker:
  • Assess the basic and specific needs of the beneficiaries, their caregivers and their families, giving particular attention to any protection concerns.
  • Develop a case management profile of the child/caregiver according to the situation and determine needs and goals, and intervention (Person-centered approach) in collaboration with the beneficiary, his/her caregiver/family and the project technical team.
  • Develop an individual/familial case action plan according to the needs and limits of the project design
  • Fill approved assessment forms and referral forms as needed
  • Organize regular case follow-up and update case follow-up forms according to documentation guidelines
  • Identify needs for referrals to other relevant stakeholders and monitor referrals conducted in coordination with the other project staff.
  • Recognize emergency situations or situations that need immediate medical care or protection measures and react in consequence making efforts to ensure that beneficiaries receive the appropriate services.
  • Discharge individuals according to agreed discharge criteria
  • Coordinate an Inclusive case management plan including individual, treatment, and maintaining ongoing contact with relevant actors’ link to the child/caregiver’s needs based on the plan of action
  • Link with different stakeholders in the community and participate in relevant coordination meetings in the settlement (in coordination with the project team)
  • Manage and implement activities to prevent and respond to children violence and gender-based violence

Responsibility 3: Contribute to HI project quality standards – 10%

  • Support documentation and sharing of impact/success stories and best practices to promote
  • Implementation of ICM services, Data entry and documentation of the cases in line with HI ICM standard operating procedures and guidelines such as CP / GBV minimum standards;
  • Ensure cases are documented safely through mobile data and other data collection methodologies;
  • Adhere to HI’s data protection and confidentiality protocols;
  • Responsible for archiving case records and files with guidance from the Protection technical unit and MEAL team.
  • Contribute to monthly, quarterly and annual technical reports on ICM / protection related progress , indicators and data.
  • Produce weekly activity reports and contribute to the development of project reports using HI templates, reporting any specific problem that jeopardize the activities and suggest solutions.
  • Prepare and submit monthly case report to the Project Supervisor and Project Manager
  • Participate in the data collection and reporting process by ensuring tools are used correctly Participate in the project's overall implementation and achieving objectives, anticipating any responsibilities assigned by the Project Manager and the Technical team.
  • Ensure compliance with HI values, MHPSS/ Protection technical standards and Code of Conduct;
  • Ensure PSEA and Child Safeguarding standards are upheld. Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies among the teams or other actors. Report any incident or act that causes any harm to beneficiary or to others
  • Respect HI mandatory cross cutting approaches such as DGA , conflict sensitivity and protection mainstreaming principles

YOUR PROFILE:

Educational background and experience

  • Bachelor's degree in social work from a recognized institution
  • At least three (3) years of experience as a social worker in the humanitarian and refugee context
  • Prior experience with INGO working on CP or GBV is an added advantage
  • Prior experience as a caseworker providing CP / GBV case management
  • Prior experience on child protection and/or gender-based violence activities with NGOS.
