Reporting to the GHRBP Africa/EMEA, the Senior Regional HR Specialist will support HR and administration to ensure quality, impact, and effectiveness. This role will update and oversee the implementation of policies, procedures, and systems for administration and HR. Working primarily with the GHRBP to provide a day-to-day HR generalist role (estimated 30% effort), this position will also support the Global HR team, including the GHR AVP and CGA Technologies on HR matters (estimated 70% effort). Collaboration with the CGA Chief Financial Officer, Financial Controller, Finance Officer, and Managing Director is expected.
Key Responsibilities:
HR Change Management (20%):
Manage change management across CGA to ensure HR best practices.
Identify and advise on HR matters relevant to CGA, drawing on guidance from Corus HR technical expertise and CGA Management.
Recruitment, Development, and Management (30%):
Work with hiring managers to source, recruit, and retain high-quality staff aligned with the organization's vision, mission, and values.
Identify human resource needs, job specifications, duties, qualifications, and skills, and evaluate candidates for open positions.
Ensure HR representatives participate in hiring committees for all positions.
Conduct reference and background checks for new hires and manage documentation for job offers.
Oversee orientation and onboarding of new staff, ensuring job descriptions and performance expectations are clear.
Implement performance management systems, including probation and annual performance evaluations.
Manage staff training and provide relevant support for all training interventions.
Payroll, Compensation, and Benefits (20%):
Handle compensation review processes, including salary surveys and preparation of compensation schedules.
Manage staff payroll, benefits processing, and annual statutory returns (tax, national pension, hospital fund) in coordination with Finance.
Act as liaison with insurance companies for medical and other insurances in coordination with CGA Finance Officer.
Ensure proper leave authorization and administration, maintaining accurate leave records.
Employee Relations, Activities, and Wellness (20%):
Counsel and advise staff on personal and work-related issues, providing guidance on HR topics.
Assist Regional HR and CGA Management in disciplinary management, follow-up, and documentation.
Assess effectiveness of HR policies/procedures and recommend changes to improve alignment with business needs.
Advise managers on HR policies and procedures to ensure compliance with organizational, donor, and legal requirements.
Liaise with local legal counsel for HR issues as needed.
Support supervisors and senior staff with performance, discipline, and grievance issues.
Implement employee relations initiatives, including staff communications, engagement, conflict resolution, and recognition programs.
Personnel Administration and Documentation (10%):
Manage and update HRIS (e.g., EDSS, ADP, ApplicationPro, Culture Amp) for staff record management.
Ensure personnel files are complete with all staff-related documentation and employment records per Corus, donor, and local law.
Monitor, initiate, and prepare staff employment contracts and manage termination and separation processes.
Maintain up-to-date HR records with all relevant information.
Ensure proper internal control for all human resources issues and address HR audit issues.
Qualifications:
Bachelor’s degree in Human Resources, Business Administration, or a related field.
Minimum of 5-6 years of HR experience, preferably in a service-oriented organization.
Professional HR certification (e.g., CHRP) is an added advantage.
Strong knowledge of employment laws, regulations, and HR best practices.
Proven experience in recruitment, performance management, and employee relations.
Excellent interpersonal, communication, and problem-solving skills.
High level of integrity and ability to handle sensitive information with discretion.
Proficiency in Microsoft Office Suite and HR software.
