Three police officers attached to the NPS-K9 unit headquarters within Lang'ata Sub-county have been detained for seven days as detectives continue to investigate an incident where they are alleged to have abducted two businessmen and demanded some Sh100,000.
The three are Victor Mulati Khisa, John Tulu Odhiambo and Timothy Otieno Agoh. Another suspect is James Anagwe, a security guard.
They were arraigned on Monday before Kibera magistrate Jacqueline Ojwang Muthoni who ordered their detention.
While filing an affidavit in court, police constable John Wanjohi attached to the Directorate of Criminal investigations within the Lang’ata region told the court that the matter was reported to the police on February 3.
“The alleged offence was committed on November 3 along Mahiu Mahiu road and was recorded under an OB Number 40/03/2023 at Lang'ata police station. Two people Alvin Kyalo and Robert Mutugi reported that they were at the Magharibi building when they were accosted by three men in Civilian clothes who introduced themselves as police officers,” he told the court.
The detective told the court that upon arresting the suspects, the alleged officers told them that they were in possession of Narcotic drugs namely Cannabis Sativa (bhang) and were to be taken at an undisclosed location and charged.
“The victims were placed in a Motor vehicle registration KCT826Q Toyota Vitz white in colour but there were other officers in another motor vehicle registration number KBP370G Toyota Avensis Silver in colour,” the court heard.
Wanjohi told the court that the officers then demanded that the victims pay Sh100, 000 to secure their release.
“They were ordered to pay Sh100, 000 to secure their release, each was to pay Sh50, 000 and since the complainants did not have money they were advised to call their parents/ guardians for the same,” he told the court.
One of the complainants managed to raise Sh20, 000 and the other was forcefully defrauded Sh500 from his pocket, the court heard.
“One of the complainants called his parents and he was sent some Sh20, 000. He was escorted to a certain Mpesa where he withdrew. The second complainant had Sh500 which was forcefully taken from his pocket,” the court heard.
The second complainant managed to call the police officers who visited the scene on time and arrested the respondent.
The detective urged the court to detain them for ten days so that he completes recording statements from key witnesses and review of CCTV footage.
He said if released, they were in a position to temper with the investigations.
Responding to the application, the officers including the guard, told the court that the ten days were too many.
The magistrate ordered that they be detained until February 15. They are being held at Lang'ata police station.
