Prime Cabinet Secretary Musalia Mudavadi has warned accounting officers in the public service against mismanagement and misuse of public resources.
Speaking on Tuesday, Musalia said the government will not entertain constant losses due to misuse of funds.
“As a country, we cannot condone laxity, wastage, and losses anymore. It is time to strictly apply the penalties accruing from Section 72; accounting officers failing to manage public assets to achieve value-for-money will henceforth be penalized," Mudavadi warned.
He went ahead and cited Section 44 of the Public Procurement and Asset Disposal Act of 2015 which states that accounting officers should take responsibility for failure to ensure procurement is within approved budgets and procurement plans.
The prime CS emphasized that the law makes it mandatory for public officers to comply with laws regulating public procurement hence it is not an option for them.
Mudavadi was speaking during the release of the 18th Cycle Report on Evaluation of the Performance of Ministries, State Corporations, and Tertiary Institutions for the FY 2021/2022.
He reiterated that the Kenya Kwanza administration is committed to ensuring that the public service sector bounces back to a trajectory that upholds transparency, accountability, and Responsiveness in service delivery to the citizens.
The Prime CS noted that citizen-centered service delivery through an effective and efficient approach is what will help drive the economic transformation that is anchored within the Kenya Kwanza manifesto.
“The government is committed to facilitating the creation of an environment that fosters Kenya’s transformation process, as envisioned in the Bottom-up Economic Transformation Agenda (BeTA)," he said
Mudavadi noted that this will be achieved through sustaining the upscaling of gains made through the deepening of devolution, public sector reforms, and enhanced infrastructure development to spur socio-economic development.
The Prime Cabinet Secretary through his office is mandated to oversee the coordination, evaluation, monitoring, and implementation of government programs, policies, and projects.
