CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Project/Consortium Manager oversees the successful implementation of an integrated education in emergencies project (SAIL) in Cabo Delgado Province, funded by ECHO. S/he is responsible for managing the collective integrated performance of consortium partners (2 international, 1 local) as well as Save the Children’s specific deliverables.
The role holder ensures high quality planning, implementation, coordination, monitoring and reporting of the project. S/he contributes actively to program design and adjustments and external coordination with sectoral clusters/ working groups, government ministries and departments, communities, donors and any other relevant stakeholders.
SCOPE OF ROLE:
Reports to: Provincial Program Manager
Staff reporting to this post: Sectorial Coordinators under the project. Education and Child protection coordinators. Indirect reporting line: Wash and construction coordinator.
Budget Responsibilities: approximately EUR 7 million
Role Dimension: The project is implemented in Cabo Delgado. The project is implemented to complement other projects implemented in the district.
The project includes Education, Child Protection and WASH activities. The project will be implemented in synergy with other projects, specifically with unified Education objectives, as well as Child protection activities.
The PM coordinates with partners under the project or other projects in the districts, for the implementation of the project and Consortia partners under the complementing actions/projects.
The PM regularly engages with government counterparts and line ministries, district and provincial coordination platforms (sectorial and general), direct integration with beneficiaries and children. S/he will be based in Pemba with frequent travel to the areas of implementation for relevant meetings and coordination with partners
KEY AREAS OF ACCOUNTABILITY:
Consortium Management:
- Effectively oversee partner performance and timely reporting.
- Institute a practice of joint project planning and reviewing with consortium partners.
- Ensure that the programme adapts, document and facilitate the dissemination of findings, good practices and knowledge gained through implementation of innovative approaches
- Support the Consortium partners in identifying opportunities to improving quality and scope of the programme.
- Ensure partners’ activities are integrated with one another cross-cutting standardization and harmonization is practices and synergies are built as per program design and opportunities.
Project implementation:
- Oversee the implementation of the project in Cabo Delgado districts. Ensure coordination, budget management, team and asset management, programme planning and evaluation and lessons learned.
- Lead on field level assessments in coordination with Technical Specialists and cluster coordinators, and other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
- Prepare timely project and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
- Ensure there are regular cross functional staff team meetings, ECHO partners’ meetings and cross-thematic departments meetings, on monthly, quarterly and annually basis.
- Ensure that the minimum standards of humanitarian response and implementation are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and with INEE Minimum Standards for Education in Emergencies.
- Ensure team adherence to security protocols and promotion of community Acceptance
- Provide support to the relevant national staff in all aspects of program planning, implementation, quality and accountability.
Capacity Building:
- Develop learning needs assessment and capacity building plans for SC staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
- Coach and mentor project team and link into wider organisational talent development mechanisms.
- Oversee development and delivery of technical training material that will improve aspects of all sectors work within Save the Children, globally.
- Work with Technical Specialists, Construction Manager and sector Backstops to ensure adequate training of staff and that minimum standards in each sector are upheld.
- Apply innovation wherever possible, in addition to ensure utilizing global initiatives, SCI and other EIE, inclusion, gender, DRR leading agencies, specifically child participation and other child focused approaches.

Representation, Coordination, Advocacy & Organisational Learning:
- Represent SC in relevant Cluster coordination meetings in Cabo Delgado (particularly Education cluster and very close attention to coordination and cluster mechanisms.)
- Ensure all activities are well coordinated with the relevant authorities and encourage collaboration.
- Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
- Ensure SCI representation and leadership on different cluster, WG and TGs across all sectors under project.
- Ensure SCI representation in joint visits, joint assessments and ensure leadership on quarterly, annual and monthly meetings with ECHO partners.
Finance, Management of budget and goods
- Take up the responsibilities of project manager (PM) and budget holder (BH) and implement the project as provided in the SCI policies and procedures and as per PMM (project management methodology).
- Prepare annual, mid-year, quarterly and monthly financial projections of the project budget and directly link to the business plan as per SCI policy and mandatory forecasting schedules.
- Ensure that all project expenditures are carried out in accordance with the SCI and donor regulations.
- Ensure that monthly project review meetings are held with the project team and later presented in the portfolio review meeting.
- Monitor budget execution monthly and recommend necessary adjustments to the finance department, at the same time ensuring budget is executed to the acceptable 3% variance of forecast, at all cost.
- Observe strictly all project financial and narrative reporting requirements as per established reporting schedule, ensuring alignment between them and “donor readiness” quality.
- Observe all procurement / Supply Chain procedures and ensure compliance with donor regulations.
- Ensure services rendered by Cabo Delgado office support functions are well coordinated, avoiding flaws in transactions and delays.
General:
- Demonstrate leadership within the consortium, externally and internally, in relation to Save the Children policies and practice with respect to child safe guarding, code of conduct, health and safety, equal opportunities, advocacy, donor engagement and other relevant policies and procedures.

QUALIFICATIONS
- Bachelor’s degree social science, business administration or related field, and preferably Master.
EXPERIENCE
- At least 6 years demonstrated experience managing multi-sectorial implementation of programmes and budgets.
- Experience with project management and preferably consortium management with international and local partners, plus donors.
- Experience with directly managing Education in Emergencies and Child Protection programmes,
- Experience living in basic conditions in insecure contexts as well as has the right attitude for the job
- Previous experience of managing a team
- Proven capacity to supervise, train and coach staff
- Highly developed interpersonal and communication skills
- Experience of representation, including Cluster coordination, and ability to represent effectively in external forums.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of proficiency in written and spoken English and Portuguese.
- Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
Desirable:
- Previous experience in DRR, inclusion, WASH and inclusion programming
- Experience of Mozambique context and more so of Cabo Delgado, is an advantage.
- Knowledge of local languages is an advantage.
