– The appointment shall be made in accordance with Article 161(2)(c) of the Constitution of Kenya, 2010.
| Duties and Responsibilities |
| – The Chief Registrar of the Judiciary is the Chief Administrator and Accounting Officer of the Judiciary. The functions and powers of the Chief Registrar is provided for under Section 8 of the Judicial Service Act, 2011, namely; |
| – a)be responsible for the overall administration and management of the Judiciary; |
| – b)perform the judicial functions vested in the office of the Chief Registrar by law; |
| – c)exercise powers vested by virtue of any regulations and give effect to the directives of the Chief Justice; |
| – d)administer the Judiciary Fund and account for any service in respect of which monies have been appropriated by the National Assembly and to whom issues are made from the exchequer account; |
| – e)in each financial year, to prepare estimates of expenditure for the following year and submit them to the National Assembly; |
| – f)be the authorized officer for the Judiciary who is responsible for efficient management of the day-to-day operations and administration of human resources in the judicial service; |
| – g)be in-charge of support services in the Judiciary and in particular planning, development and organization of staff; |
| – h)monitor and enhance administration of office procedure to maximize quality of service; |
| – i)plan, prepare, implement and monitor the budget and collect, receive and account for revenue; |
| – k)be in-charge of the procurement of all stores, management and maintenance of all physical facilities. |
| – l)maintain and develop co-operation with key staff in the public service and other institutions and agencies; |
| – m)ensure the efficient devolution of the administrative units to county levels, including a High Court Division in each county; |
| – n)perform the functions of Secretary to; the Judicial Service Commission and the National Council on Administration of Justice and; |
|
– o)perform such other duties as may be assigned by the Chief Justice from time to time.

| – v)Five (5) samples of any professional writings, including but not limited to judgments, advocacy submissions in courts, scholarly writings or any legal publications that the applicant has authored, |
| – vi)Declaration of income and liabilities as at the time of making the application, using the prescribed forms. The Declaration of Income, Assets and Liabilities Form JSC 2b can be downloaded from the JSC website – www.jsc.go.ke – Careers. |
| – Public officers should attach copies of returns of declarations of income, asset and liabilities for the last three declarations. Those in private practice should attach audited accounts and tax returns for the last three (3) years. |
| – vii)Certified copies of testimonials, professional certificates, academic transcripts and certificate of admission to the roll of Advocates. |
| – viii)Completed Application for Employment Form – JSC 2A (for public officers) or JSC 2 (for other applicants) which can be downloaded from the JSC website – www.jsc.go.ke – Careers. |
| – 2.Applicants are also required to forward one (1) hard copy of the completed Application for Employment Form including copies of all attachments cited above to: |
