1. DIRECTOR, HUMAN CAPITAL AND ADMINISTRATIVE SERVICES PSC 15 – (ONE VACANCY)
(a) Duties and Responsibilities
i. Formulation, interpretation and application of human resource policy, procedures, rules and regulations;
ii. Personnel emoluments, estimates and expenditure control;
iii. Administration of pension schemes, gratuities, schemes of service and approval of leave;
iv. Staff performance management and career development;
v. Staff insurance, salary advances and salary in advance;
vi. Providing guidance in matters related to appointments and placement, promotions and confirmation of staff;
vii. Budget and expenditures control for the Human Resource Department;
viii. Implementation of Advisory Committee, Selection Board decisions as regards appointments, promotions, discipline
ix. Management of staff in Human Resource Department;
x. Provision of health club and recreational services; and
xi. Provision of office services
Key Result Areas (As Head of Directorate)
Supervisory coordination of all the personnel of the Directorate: –
(a) Human Resource Management Officers

(c) Secretarial Services Personnel
(d) Records Management Officers

(h) Office Attendants
(b) Requirements for Appointment
i. Served for at least ten (10) years in a Human Resource Office, three (3) of which must be at the grade of Deputy Director Human Capital and Administrative Services; or its equivalent position in a large organization;
ii. Master’s degree in Human Resources Management;
iii. Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of human resource and a thorough understanding of Human Resource Management policies, regulations and employee relations, understanding of labour laws and other statutes that impact on human resource;
iv. Shown merit and ability as reflected in work performance and results; and
v. Be a member in good standing with the Institute of Human Resource Management (IHRM).

1. DIRECTOR, LEGISLATIVE AND PROCEDURAL SERVICES, PSC SCALE 15 (NATIONAL ASSEMBLY) – (ONE VACANCY)
This job exists to provide supervision, coordination and top leadership to the Directorate of Legislative and Procedural Services to enable the Directorate facilitate Members of the National Assembly to execute their constitutional mandate.
(a) Duties and Responsibilities
The duties and responsibilities at this grade will include:
1. Providing strategic direction to the Directorate for effective service delivery;
2. Coordinating external relations Parliamentary desks to ensure that the National Assembly effectively participates in Parliamentary diplomacy and plays its rightful role in the global arena;
3. Providing professional and impartial advice on procedure and practice to the Speaker, other presiding officers and Members of the National Assembly to ensure Parliament executes its roles in accordance with the Constitution, the law and the standing orders/rules of procedure;
4. Overseeing the functions and operations of the departments in the Directorate in order to achieve optimal performance; and
5. Responsible for the accuracy and timely filing and scheduling of Motions, Papers, Questions, Statements, Bills and amendments thereof, reports, petitions as well as scheduling of budget documents.
(b) Requirement for Appointment
Appointment to this grade will be made from Deputy Directors who will have:
(i) Served on that grade for at least three (3) years;
(ii) Explicitly shown proven flair for parliamentary procedure;
(iii) Demonstrated interest and commitment to the processes of Parliament;
(iv) Gained sufficient knowledge to be able to give advice encompassing the totality of the parliamentary institution;
(v) Attended Senior Management courses offered by recognized institutions; and
(vi) A Master’s degree in a relevant field from a recognized university will be an added advantage.
2. DIRECTOR, SOCIO-ECONOMIC COMMITTEE SERVICES PSC 15 (SENATE) – (ONE VACANCY)
(a) Duties and Responsibilities
The duties and responsibilities at this grade will include: planning and supervising the functions and operations of the Directorate of Legislative and Procedural Services and Committee Services:(i) Table Office;(ii) Journal Office;(iii) Parliamentary Association;(iv) Exchange Programmes;(v) International Desks and Conferences;(vi) Select Committees;(vii) Departmental Committees; and(viii) Ad hoc Committees.Key Result Areas (Within Directorate)1. PROCEDURE: Parliamentary procedure, practice, conventions, tradition and etiquette2. RESEARCH: Search for fresh information / facts by consulting appropriate sources like documents or persons3. COMMITTEES: Offering administrative services to various types of parliamentary committees including the Parliamentary Service Commission4. CONFERENCES: Activities pertaining to seminars and conferences for members of Parliament and staff |

4. SENIOR DEPUTY DIRECTOR –PARLIAMENTARY BUDGET OFFICE PSC 15 (TWO VACANCIES)
(a) Duties and responsibilities
1. Assisting the Director of Budget with general administrative duties;
2. Formulating the Directorates Annual Work Plan, and evaluating its implementation;
3. Preparing and delivering budgetary information to members and relevant House Committees;
4. Participating in Budget workshops planning and participating in the workshops;
5. Designing and relevant Budget research on specific area of interest; and
6. Guiding the process of assessment of the strengths and weaknesses of Government Policy Options relating to resource Mobilization, Allocation and Utilization.
(b) Requirements for Appointment
(i) Have at least ten (10) years’ work experience in public finance related area, three (3) years of which must have been at the level of Chief Fiscal Analyst or similar position in the public service;
(ii) Have a Master’s degree in Economics or its equivalent from a recognized University;
(iii) Have sound knowledge of National Budget process and Fiscal Policy Analysis;
(iv) Be a team builder with excellent supervisory skills;
(v) Have a proven record of research on finance related issues; and
(vi) Be a strategic thinker with very good performance track record.
