The main objective of this short-term consultancy is to review and refine the draft PPRA Strategic Plan for the period 2023/2024 – 2027/2028, to ensure that PPRA effectively and efficiently fulfils its mandate as stipulated in the Act and Regulations. The goal is to ensure that the public procurement and asset disposal system in Kenya delivers value for money and quality services. While reviewing the Plan, the consultant shall consider the Revised Guidelines for Preparation of Strategic Plans for the period 2023 – 2028 issued by the State Department for Economic Planning in June 2023.
Scope of Work
The consultant shall be required to:
Familiarize themselves with the legal and regulatory framework governing public procurement and asset disposal system in Kenya and demonstrate the role of PPRA in realizing the same through the draft Strategic Plan;
Familiarize themselves with the legal and regulatory framework for the development of Strategic Plans in the public sectors and demonstrate the level of compliance with the same in the draft Strategic Plan;
Review the role of PPRA in implementation of Global, Regional and National development blueprints, and clearly outline interventions with respect to our mandate;
Undertake a comprehensive review of the Situational Analysis chapter to ensure it is well articulated, strategic issues are clearly identified and propose areas for improvement in accordance with the revised Guidelines;
Review the comprehensiveness of the Strategic Model, the Implementation Matrix and the Outcome Matrix, to ensure completeness and accuracy. The Strategic Model should be aligned to the mandate/functions of PPRA and refined with clear strategic goals;
Review the risks and mitigation measures, institutional capacity, organizational set-up, financial and administrative systems against the requirements of the Strategic Model, and refine the implementation and coordination framework accordingly;
Review the proposed monitoring, evaluation and learning framework to ensure its adequate and will effectively ensure tracking and communication of feedback on implementation of the Strategic Plan in line with the revised Guidelines; and
Prepare a final draft of the Strategic Plan in line with the revised Guidelines and submit to PPRA.
Methodology
The consultant is expected to propose a suitable methodology for undertaking the assignment within the period of the consultancy. This should be detailed in the inception report.
Timeline for the Consultancy
The scope and focus of the assignment are to provide technical, strategic and facilitation support to enable the review and finalisation of the draft Strategic Plan for PPRA. The duration of the consultancy is expected to be for a period of one
(1) month. The Consultant is expected to input 21 days in the consultancy and spread out over the period as presented in the table below:

Deliverables
The key deliverables include:
Inception Report demonstrating the approach to be followed to perform the assignment;
Reviewed and refined PPRA Strategic Plan for the 2023/2024 – 2027/2028 period; and
Progress report on the process of review of the Strategic Plan including comments received from stakeholders.
7. Reporting
The Consultant will report to the Director Strategy and Planning of PPRA to ensure the success of the assignment and access any documents he/ she may require ensure performance of the consultancy.
Payments
The Consultant will be paid professional fees in Kenya shillings only as compensation for the technical/professional expertise and time invested in the delivery of the expected outputs. This will be discussed and agreed amicably during the contracting phase for the assignment.
Essential Duties and Responsibilities of PPRA
To provide copies of the relevant materials and documents and any other information required for the assignment;
Nominate a liaison officer who will maintain regular contact with the consultant on matters regarding this consultancy;
Organize and meet the cost of stakeholders’ validation workshops
To review reports/documents submitted by the consultant and give feedback to the consultant accordingly as provided for in the TORs; and
To provide the consultant with any other relevant assistance that may be required during the execution of the contract
Essential Duties and Responsibilities of the Consultant
To provide own work facilities, equipment and supplies to carry out the assignment and provide the services required;
To ensure that there is high quality of service rendered;
To liaise with the PPRA on a regular basis in order to report progress;
To communicate, in writing, to PPRA any issues and/or concerns that may affect performance of the consultancy in the course of the assignment; and
To produce and submit acceptable reports to PPRA and perform activities mentioned in the TOR within the agreed timelines.
Competence and Expertise Requirements
The Individual Consultant must have:
At least a master’s degree in economics, public policy analysis, strategic management, monitoring and evaluation, procurement and logistics, or bachelor’s degree in economics, economics and statistics, development studies, strategic management or related filed
Possess at least 10 years’ professional experience, in strategic management, project management or any other management role requiring strategy formulation, implementation and achievement.
Expertise in development Strategic Plans, standard management tools and techniques to schedule, plan and measure performance, designing of theories of change and result frameworks, and designing and implementation of monitoring and evaluation frameworks. Provide evidence having taken lead in development or developed and finalised at least two Strategic Plans in the last five (5) years, preferrable for public sector institutions.
Demonstrate knowledge of monitoring, evaluation and designing of measurable outcome performance frameworks based on strategic models.
Confident professional with the ability to engage and work effectively with diverse range of stakeholders.
12. Intellectual Property
To the extent possible all project outputs will be owned by the Authority, have rights assigned to the Authority or be licensed as open source.
Ethical Code, Professionalism and Confidentiality
The Consultant shall carry out the above assignment in accordance with the highest standard of ethical competence, integrity and professionalism having due regard to the nature and purpose of the assignment.
The Consult will at all-times and purposes, regard as strictly confidential all knowledge and information not within the public domain which may be acquired while carrying out this assignment and the information shall not be directly or indirectly disclosed to any person whatsoever, except with the written permission of the Client.
