Responsibilities:
° Lead the implementation of HIS systems that provide rapid support during infectious disease outbreaks, focusing on real-time data collection, analysis, and visualization for decision-making.
° Provide technical support and guidance for the development of HIS for the project, including but not limited to DHIS2/DHIS2 Tracker, and ensuring that these adhere to the appropriate global standards and guidelines such as global 7-1-7 targets.
° Work with both human and animal health sectors to ensure that disparate data systems are integrated to improve public health decision-making around zoonotic pathogens.
° Provide leadership, technical support and guidance for the design, development, planning, implementation, and capacity building for necessary staff in analysis, visualization, dissemination, and use of data for performance improvement.
° Collaborate with country teams and stakeholders to develop and implement preparedness simulations and post-outbreak reviews. Ensure HIS systems can integrate and support these processes through effective data reporting and analysis.
° Build project and staff capacity to develop and implement data management and analysis systems in line with donor requirements and best practices through formal training and ongoing mentoring.
° Work with partners in country to develop and run targeted training and HIS workshops catered to local needs and contexts.
° Design and implement integrated systems that unify indicator-Based Surveillance, Event-Based Surveillance, and non-traditional surveillance approaches into a cohesive pipeline, enabling rapid analysis, informed decision-making, and timely response to pandemic and epidemic-prone diseases.
° Collaborate with country governments and other stakeholders to conduct HIS-related preparedness simulations, ensuring system capabilities are validated and optimized for outbreak response.
° Contribute to the development and/or revision of project HIS and related documentation
° Monitor and work to maintain/improve country stakeholders and donor satisfaction by ensuring high quality service, communication, and management of HIS integration.
° Establish appropriate project tracking using computer assisted programs and ensure timely entry of project information
Required qualifications and experience:
° Minimum Bachelor's degree or International Equivalent in public health, Health Science, Analytics, Information Management or Related Field, Master's degree preferred
° 8+ years of data management and systems experience required
° Extensive experience working with DHIS2 tool design and implementation.
° Working knowledge of digital health and information management systems, tools, and processes in low resource settings required
° Prior work experience in a non- governmental organization (NGO) and with the USG, particularly USAID, CDC, or the U.S. State Department.
° Prior experience developing HIS solutions for emergency response, including outbreak detection, data management, and post-outbreak evaluations.
° Experience working with globally distributed teams with diverse background and experience
° English proficiency required, additionally French or Spanish highly preferred
° Willing to travel up to 25%
