Job Description
We are seeking a highly skilled and experienced Monitoring and Evaluation Officer to join our team. The M&E Officer will be responsible for leading and managing all monitoring and evaluation activities to support key strategic client reporting and organizational learning.Working closely with the Senior Impact Manager and Program Managers, the M&E Officer will refine impact assessment frameworks, ensure high-quality data collection and analysis, and provide actionable insights to drive continuous program improvement. This role is instrumental in shaping evidence-based decision-making, optimizing learning models, and enhancing user engagement.This is an exciting opportunity for an exceptional MERL professional to contribute to Africa’s transformation by shaping, building, and scaling one of the region’s most innovative social enterprises.
Key Responsibilities
- Refining and Managing Impact Assessment Frameworks: Collaborate with internal teams and stakeholders to develop and refine impact assessment methodologies and data collection tools, ensuring alignment with best practices and sector standards.Design and implement program monitoring frameworks, indicators, and evaluation methodologies that support continuous learning and improvement.
- Testing and Refining the Learning Model: Support the testing, iteration, and refinement of the organization’s learning models by integrating stakeholder feedback and data-driven insights. Work closely with program teams to document lessons learned and best practices for future scalability and replication.
- Data Collection, Management, and Quality Assurance: Oversee the collection, cleaning, and storage of high-quality data from primary and secondary sources, ensuring accuracy, reliability, and compliance with ethical and data protection standards. Implement data verification and quality assurance processes to minimize errors and improve data integrity.
- Data Analysis, Reporting, and Decision Support: Develop and maintain real-time dashboards and M&E databases for tracking progress against key performance indicators (KPIs).
- User/Participant Engagement Analysis: Analyze engagement patterns and user behavior to identify factors influencing participation and program success. Provide targeted insights and recommendations to program teams to enhance user experience and optimize program outcomes.
- Strategic Information Support: Work closely with the M&E Manager and leadership team to prioritize key information needs and ensure evidence-based decision-making. Support the integration of M&E findings into strategic planning and organizational learning processes.
- Capacity Building and Stakeholder Engagement: Train and mentor internal teams and partner organizations on M&E best practices, data collection tools, and impact measurement techniques.
Requirements
Education
- Bachelor’s degree in a relevant field (e.g., Statistics, Economics, Social Sciences, Development Studies, Public Policy).
- A Master’s degree in Monitoring & Evaluation, Data Science, International Development, or a related field is highly preferred.
Work Experience
- Minimum 3-5 years of experience in Monitoring, Evaluation, and Learning (MEL), data analysis, and impact assessment.
- Experience working in a social enterprise, development organization, NGO, or impact-driven business is highly desirable.
- Proven ability to develop and implement M&E frameworks, theories of change, and logframes.
Technical Skills
- Strong proficiency in data analysis software (e.g., SPSS, Stata, R, Python) and data visualization tools (e.g., Tableau, Power BI, Google Data Studio).
- Advanced skills in Excel, Google Sheets, and other spreadsheet-based analytics tools.
- Knowledge of qualitative and quantitative research methodologies.
- Ability to design and implement surveys, focus group discussions, and key informant interviews.
Soft Skills
- Strong analytical and problem-solving skills with the ability to translate complex data into actionable insights.
- Excellent written and verbal communication skills, with experience in report writing and storytelling with data.
- High attention to detail and ability to work independently and in cross-functional teams.
- Strong project management and organizational skills, with the ability to meet tight deadlines and manage multiple tasks.
