Job Description

The consultant(s) will be required to:

  • Conduct a desk review of existing policies, reports, and literature related to the creative and digital economies in Kenya.
  • Engage key stakeholders, including government agencies, private sector actors, creative entrepreneurs, digital innovators, and youth-led organizations.
  • Utilize both qualitative and quantitative research methodologies to gather insights and perspectives.
  • Provide an in-depth analysis of the policy environment, investment landscape, and existing support mechanisms for the creative and digital economies.
  • Develop actionable recommendations for enhancing youth employment through these sectors.

Deliverables

  • The consultant(s) will be expected to deliver the following outputs:
  • Inception Report – A detailed research plan, methodology, and work plan (within two weeks of contract signing).
  • Data Collection and Analysis Report – Summary of key findings from stakeholder engagement and research activities.
  • Interim Progress Report – A mid-term report outlining preliminary findings and emerging trends.
  • Draft Research Report – A comprehensive draft incorporating all research insights, submitted for review and feedback.
  • Validation Workshop – A presentation of findings to key stakeholders for input and refinement.
  • Final Research Report and Policy Brief – A final report incorporating feedback, alongside a policy brief summarizing key recommendations.

Methodology

  • The consultant(s) will employ a mixed-methods approach, combining:
  • Desk research: Reviewing existing literature, policies, and reports.
  • Key informant interviews: Engaging policymakers, industry leaders, and practitioners.
  • Surveys and focus group discussions: Capturing perspectives from youth, entrepreneurs, and stakeholders.
  • Case studies: Highlighting best practices and success stories.

Timeline

  • The consultancy will take approximately 2 to 3 months, structured as follows:
  • Month 1: Inception phase – Desk research, methodology finalization, and stakeholder mapping.
  • Data collection – KIIs, FGDs, and surveys.
  • Month 2: Data analysis and initial report drafting.
  • Month 3: Stakeholder validation and report finalization.
  • Dissemination of findings and recommendations.

Consultant Qualifications

  • The ideal consultant(s) should possess:
  • At least 7 years of experience in research and development related to socio-economic development.
  • A degree or master’s in social sciences, entrepreneurship/business development, political science, development studies, or a related field.
  • Expertise in art and cultural studies with a focus on creative and digital economies.
  • Proven experience in youth empowerment/programming in job creation and livelihoods.
  • Proven Experience working in the private sector with a specific focus on digital and creative industries/economies in Kenya.
  • Proficiency in quantitative and qualitative research methodologies.
  • Experience working with civil society organizations and an understanding of the intersection between arts, culture, technology, and development.
  • A strong background in policy analysis and advocacy.
  • Experience engaging with creatives, civil society, the private sector, and government institutions.
