Scope of Work
The Monitoring, Evaluation, and Learning (MEL) Senior associate will work closely with the Country Director and other members of the PROPEL Health Kenya team locally and at HQ, in supporting teams to develop and implement robust M&E systems that generate high quality data for documenting project results and impacts. The MEL Officer will assist the Technical Team with the development and implementation of country-level M&E plans in alignment with the global PROPEL Health Monitoring, Evaluation, and Learning Plan, and capture and report on project indicators and USAID requirements. The individual in this role will work with the various project technical leads to ensure that activities updates are captured in the PROPEL Health Management Information System (MIS) and that project results are documented. Additionally, the MEL senior associate will work closely with the Communications Advisor to identify, document, and disseminate project experiences, lessons learned, and success stories. When applicable, the MEL senior associate will support project surveys and studies.
Primary Duties and Responsibilities:
- Support workplan development and the design of the corresponding monitoring, evaluation and learning plan.
- Provide country-level specifications for the MIS platform hosted on Knack and work with activity leads to ensure that activity updates and milestones are routinely and properly tracked in the MIS.
- Work with PROPEL Health staff to support project monitoring, evaluation, and learning efforts, including collaborating with country and HQ-level activity leads to identify and document project results in accordance with global PROPEL Health project indicators.
- Work with activity leads to review results on a quarterly basis, verify supporting documentation, and submit them to the PROPEL Health management information system (MIS) platform; and
- Support report writing for quarterly reports to USAID and the development of project-wide semi-annual\annual reports.
- Report PROPEL Health data into mission-specific management information system along with needed reports and other supporting documentation.
- Conduct data collection and analysis. This may include supporting PROPEL Health staff and government counterparts to (1) carry out focus group discussions and key informant interviews or surveys (e.g., to collect beneficiary feedback); (2) conduct secondary data analysis from DHIS2 and other related data platforms; (3) conducting modelling projections.
- Work with the Communications Advisor in drafting activity briefs, PPTs, success stories, blogs, nuggets, or other items to communicate project updates and results to decision makers in concise formats.
- Oversee and assist with the dissemination of advocacy briefs, data, research evidence, and other relevant information materials to key stakeholders to advance understanding and action on key project issues.
- Monitor, track and evaluate activities to ensure they are meeting requisite standards, adhere to budgets, and meet deadlines.
Required Qualifications:
Education: Bachelor’s degree in public health, social science, development, or related field; master’s degree is preferred.
Knowledge and Experience
- 5+ years of experience in monitoring and evaluation, including understanding of capturing and monitoring performance indicators preferred.
- 5+ years in providing technical, administrative, and logistical support for projects, including organization of meetings, workshops, training, communications, and data collection.
- Demonstrated experience implementing USAID or other donor funded projects.
- Understanding of the USAID project cycle, policies, regulations, monitoring and evaluation methodologies, and reporting requirements
- Experience analyzing data and presenting information to decision-makers. Experience with DHIS2 is a plus.
- Experience using data management systems and dashboards or other data visualization tools.
- Strong written and oral communication skills, ability to draft quality briefs, reports, training/facilitation agendas, training PPTs and other technical documents.
- Understanding of governmental structures, processes and ability to engage key public sector stakeholders.
- Strong interpersonal and networking skills, ability to work within a cross-cultural and virtual team.
- Ability to work well under pressure and skilled in change management and problem-solving skills.
- This position is open to people located in and legally permitted to work in Kenya only.
