Description: Worldwide, there are now over 60 million forcibly displaced people - the highest number ever recorded. Of those, approximately 20.2 million are refugees who have fled their home countries as a result of conflict and violent persecution. Of the 20.2 million, over 11 million have been refugees for more than 5 years and some as long as 60. The average length of refugee exile today is 17 years, a time-span that has increased over the past two decades due to the intractability of many conflicts. In Sub-Saharan Africa, where RefugePoint focuses its efforts, there are more than 3 million refugees fleeing violence and persecution in the Congo, Somalia, Ethiopia, Sudan, and other countries experiencing conflict and instability. The most vulnerable refugees include, among others, women at risk, survivors of torture, and orphans and other minors separated from their families. Without long-term solutions, these refugees will remain in desperate situations for decades, living in overcrowded refugees camps and urban areas, unable to rebuild their lives in dignity and peace. Founded in 2005, RefugePoint’s mission is to provide lasting solutions for the world’s most vulnerable refugees. We address the critical and unmet needs of those who fall through the cracks of humanitarian assistance and have no other options for survival, with a focus on women, children, and urban refugees.
Job Description

Major responsibilities and duties for the AD, HCS include the following:

Strategic Leadership and Planning

  • In collaboration with the Chief Program Officer, Deputy Country Director - Kenya and others, lead the development and implementation of RefugePoint’s long-term goals and objectives related to HCS as well as the strategy and tactics to achieve them.
  • Coordinate RefugePoint’s annual and multi-year planning with regard to HCS, ensuring an inclusive process linking input from program staff with the agency’s overarching goals.
  • Review the HCS landscape for emerging opportunities and challenges and make recommendations for how program teams can adapt existing plans to meet them.

Program Development and Learning

  • Provide technical advice and support HCS program teams, including the URPP, to incorporate emerging and established context-specific and global good practices and standards on different aspects of holistic self-reliance programming.
  • Serve as RefugePoint’s representative to the RSRI Community of Practice and promote the sharing and exchange of knowledge and learning with RefugePoint’s program teams to foster deeper technical connections, information, and experience sharing on self-reliance.
  • Guide HCS program teams on incorporating insights and feedback from key stakeholders, including the Accountability and Oversight Committee, RefugePoint Clients, and partner agencies as well as information gathered through analysis of Self-Reliance Index scores and other evaluations.
  • Per RefugePoint’s values, incorporate principles related to anti-racism and anti-colonialism into HCS programs and related activities and develop ways to apply RefugePoint’s refugee-centered principles in HCS programming.
  • With the Associate Director for Monitoring, Evaluation, & Learning, review, update and develop systems for reviewing progress against planned activities and updating dashboards.

Program Integration and Coordination

  • In collaboration with the Chief Program Officer, Deputy Country Director - Kenya, Director of Third Country Solutions (3CS), and others, identify and promote linkages between RefugePoint’s HCS and 3CS programs.
  • Participate actively and occasionally lead regular internal discussions, including at the Programs Management Team, the Program Leadership Team, and more.
  • In conjunction with the Chief Development Officer and others, ensure needed coordination between HCS program staff and development staff for project proposals, donor reports, social media, and more, including regularly contributing HCS content to RefugePoint written materials as appropriate.
  • In collaboration with the Chief Program Officer, Deputy Country Director - Kenya, and others, develop a standardized approach to onboarding and orienting new HCS staff.

Partnerships and Representation

  • Represent RefugePoint (or delegate to the appropriate staff person) in various external coordination, policy and advocacy fora.
  • Present at national, regional, and international events related to HCS, both in person and virtually.
  • Cultivate partnerships that increase the reach and impact of RefugePoint’s HCS goals, including through field-building partnerships with RLOs, NGOs, UN agencies, academia, and other stakeholders.
  • Support global advocacy and influence around HCS, including sharing lessons learned from RefugePoint’s programming to influence policy and practice, making policy recommendations, etc.

QUALIFICATIONS

  • Minimum of six years of experience in self-reliance programming, humanitarian response, or development work, with a focus on refugee contexts.
  • Strong technical knowledge of global best practices and standards in holistic self-reliance refugee programming and experience providing technical support.
  • Experience working with diverse partners, including RLOs, NGOs, and UN agencies, and engaging in policy and advocacy forums.
  • Strong research, drafting, and analytical skills.
  • Excellent communication skills with the ability to craft clear, coherent messages for various audiences and formats (facilitating team meetings, writing talking points, speaking at high-level fora).
  • Outstanding interpersonal skills and ability to work effectively in teams across cultures and geographies.
  • Professional level proficiency in English (written and oral).
  • Proficiency with relevant technology, including Google Suite, MS Office suite, internet applications, and relational databases (such as Salesforce, etc.).
  • Ability to travel 10-15% of the time.
