Job Description
  • Strengthening Democratic Governance: DGPS aims to understand how the private sector can contribute to enhancing transparency, accountability, and inclusivity within Kenya’s democratic processes. This includes leveraging private sector capabilities such as technology, innovation, and data analytics to support electoral integrity, promote citizen engagement, and improve oversight mechanisms.
  • Improving Service Delivery: DGPS seeks to identify ways in which private sector expertise can help improve government service delivery at the county level. The goal is to enhance the responsiveness of local governments to the needs of their communities, ensuring more efficient and effective services in sectors like healthcare, education, and economic growth.
  • Supporting Anti-Corruption and Accountability Initiatives: DGPS aims to identify private sector entities already engaged in or capable of supporting efforts to combat corruption. By exploring the private sector’s potential to conduct independent audits, foster transparency, and develop solutions that reduce corruption risks, DGPS hopes to bolster its anti-corruption efforts.
  • Promoting Stability and Resilience: DGPS recognizes that sustainable governance requires building resilience within communities and governments. The assessment will explore how private sector investments can support social stability, inclusion, and conflict prevention.
  • The goal is to encourage long-term partnerships that prioritize resilience while avoiding exacerbating existing conflicts.
  • Harnessing Innovation and Technology for Governance: DGPS aims to leverage the private sector’s innovative capacity, particularly in technology, to address key challenges in democratic governance. This includes exploring ways to use technology to enhance data sharing, improve governance systems, facilitate public participation, and support more responsive and accountable governance structures.
  • Fostering Strategic Partnerships for Shared Impact: DGPS aims to identify and prioritize private sector companies and organizations whose goals align with DGPS’s mission to promote democratic governance, peacebuilding, and economic stability. The assessment will seek to uncover opportunities for mutually beneficial partnerships that balance profit- driven objectives with democracy building, ensuring that both the private sector and society at-large benefit.
  • Building a Sustainable Business Case for Private Sector Engagement: DGPS aims to develop a compelling business case for private sector involvement in democracy and governance initiatives. By demonstrating how such engagements can be profitable while simultaneously advancing social good, DGPS intends to make the case for long-term private sector investment in governance programs, ensuring sustainability and reducing reliance on donor funding.

Proposed Qualifications of the Consulting Firm

  • Proven experience in market research, business analytics, African philanthropy, or partnership development within governance, democracy, peace, or security sectors.
  • Strong background in building partnerships, with experience working on private sector involvement in democracy and governance initiatives.
  • Familiarity with USAID’s Private Sector Engagement (PSE) frameworks, guidelines, and relevant governance or anti-corruption programs.
  • Ability to assess and map private sector organizations (PSOs) based on sector focus, operations scale, geographic reach, and alignment with USAID priorities.
  • Experience conducting key informant interviews (KIIs), focus group discussions (FGDs), and structured engagements with firms to assess their interest and potential contributions.
  • Competency in validating findings with private sector partners and ensuring accurate data representation in dashboards or reports.
  • Strong collaboration skills for facilitating meetings and maintaining engagement with USAID teams, sector experts, and private firms and associations throughout project phases.
  • Expertise in crafting targeted outreach strategies, timelines, and recommendations to engage private sector organizations aligned with USAID goals.
