The Central Rift Valley Water Works Development Agency (CRVWWDA) is one of the nine (9) Water Works Development Agencies established on 3^rd May, 2016 as per the provisions of Article 65 of the Water Act 2016 through Legal Notice No. 27 of 26^th April, 2019 by the Cabinet Secretary Ministry of Water & Sanitation.

The Central Rift Valley Water Works Development Agency was established to;

1. Undertake the development, maintenance and management of the national public water works within its area of jurisdiction;
2. Operate the water works and provide water services as a water service provider, until such a time when the responsibility for the operation and management of the waterworks are handed over to a county government, joint committee, authority of county governments or water services provider within whose area of jurisdiction or supply the waterworks is located;
3. Provide reserve capacity for the purposes of providing water services where pursuant to section 103, the Regulatory Board orders the transfer of water services functions from a defaulting water services provider to another licensee;
4. Provide technical services and capacity building to such county governments and water services providers within its area as may be requested; and
5. Provide to the Cabinet Secretary technical support in the discharge of his or her functions under the constitution and this Act.

To discharge the above mandate, the Agency seeks to recruit the following staff;

1. General Manager Infrastructure Development & Management Job Grade CRV2 – Job Ref: CRVWWDA / GMIDM / 01/2024/25 (1 Post)
2. Job Purpose

The General Manager will be answerable to the Chief Executive Officer in implementing Water and Sanitation Works and will work closely with other Directorates in execution of the CRVWWDA mandate.

2. Job Specifications

Duties and Responsibilities at this level entail:

1. Spearheading the formulation, implementation and review water works development policies, strategies, standards, guidelines, programs and projects;
2. Coordinating the development, implementation, maintenance and management of national public water works;
3. manage and coordinate provision of water and sanitation services until such a time as responsibility for the operation and management of the water works are handed over to a county government or water services provider;
4. Overseeing the handover, the water works to designated water services providers for operation and management;
5. Ensuring provision of technical and capacity building services to county governments and water service providers the Agency is requested;
6. Coordinating provision of technical advice to the Cabinet Secretary on matters pertaining to water works in the area of jurisdiction;
7. Overseeing the construct and manage water works infrastructure;
8. Overseeing and supervising the work of consultants and contractors involved in the construction of water works infrastructure;
9. Ensuring compliance with the provisions of Occupational Health and Safety Act and other relevant statutes; and
10. Ensuring that safeguard standards are adhered to including environmental, social-economic, and health and safety requirements in the process of water works acquisition and development.

1. Cumulative service period of fifteen (15) , three (3) of which should have been at senior management level or a in a comparable position;

3. Job Purpose

1. Job Purpose

The job entails identification, feasibility studies, detailed design and construction of water infrastructure to increase area from diverse water sources that include rivers, lakes, ground water as well as the development and expansion of sanitation water harvesting and storage infrastructure. The job holder will answerable to a senior officer.

Duties and responsibilities entail:-

1. Designing, installing and maintaining electrical engineering services in water works;
2. Supervising installation work carried out by contractors;
3. Preparing requisitions and specifications for new equipment and processes tenders;
4. Controlling funds and materials issued to a unit
5. Designing project; project costing and budgetary preparations; documenting and managing contract;
6. Ensuring professional standards and undertaking quality control;
7. Preparing technical specification and evaluation of tenders for vehicles, plant and equipment;

1. Job Purpose

The job entails identification, feasibility studies, detailed design and construction of water infrastructure to increase area from diverse water sources that include rivers, lakes, ground water as well as the development and expansion of Sanitation, water harvesting and storage infrastructure. The job holder will answerable to a senior officer.

2. Job Specifications

This is the entry and training grade for engineers. An officer at this level will work under the guidance of a senior officer.

Duties and responsibilities entail:-

1. Preparing drawings and designs for manufacture and fabrication of tools, equipment and machine/plant/vehicle components;
2. Designing project; project costing and budgetary preparations;
3. Documenting and managing contract;
4. Ensuring professional standards; and
5. Repairing and preparing maintenance schedules for vehicles and plant machinery
6. Designing water storage infrastructure;

1. Job Purpose

Duties and responsibilities entail:-

1. Assisting in the identification of the relevant stakeholders;
2. Assisting in mobilization of communities and dissemination of information;
3. Assist in carrying out socio- economic survey and impact assessment;
4. Developing mechanisms to ensure that the relevant policy makers are kept informed of the views and aspirations of the stakeholders;
5. Lobbying for the inclusion of the stakeholder’s agenda in the formulation of policy by public institutions and organizations;
6. Developing strategies to promote the inclusion of relevant stakeholders in decision making bodies;

1. Job Purpose

The accountants are responsible for planning, organising, controlling, coordinating and implementing financial and accounting functions in the Agency. An officer at this level will work under the guidance of a senior officer.

2. Job Specifications

Duties and responsibilities at this level entail:

12. Job Purpose

The job involves carrying out testing and analysis of water obtained from three main sources: groundwater, surface water (lakes, rivers, ponds, etc.), and drinking water. They ensure that the set quality standards and other compliance requirements are met in their area of operations.

2. Job Specifications

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. The duties and responsibilities at this level entail: –

1. Carrying out all water quality and pollution control activities;
2. Carrying out water quality and pollution control analysis and prepare reports;
3. Liaising with other institutions on water quality and pollution control;
4. Maintenance of scientific instruments;

13. Job Purpose

The primary purpose of a land economist is to provide expertise on the administration, use, and value of land and property.

2. Job Specifications

This will be the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities at this level entail:-

1. Collecting data for in building in the National Land Value Index;
2. Collecting and analysing market data for valuation purposes;
3. Taking part in apportioning rents following sub-divisions, change of users and lease extensions;

The job purpose of an office Assistant’s is to provide administrative and clerical support to ensure smooth office operations.

1. Job Purpose
